The Need for Direction
AI can enrich education — personalising learning, supporting differentiation, and reducing administrative load. Yet without a clear framework, experimentation can lead to confusion, inconsistency, or dependency on suppliers. A framework for responsible AI offers schools structure and shared understanding.
It allows innovation within ethical and legal boundaries and helps institutions act proactively rather than reactively in response to technological waves. The aim is not to replace the teacher, but to use technology that empowers people in their work.
What Does Responsible AI Mean?
At its core, Responsible AI means being accountable to values, laws, and people. It is not merely about building good technology, but about using it wisely and with control, prioritising the wellbeing of learners and society. Responsibility in education has three reinforcing dimensions:
- Ethical – Are we doing the right thing?
Does the AI system serve pedagogical goals without undermining autonomy or reinforcing inequality? - Legal – Are we complying with the law?
This includes the General Data Protection Regulation (GDPR), the upcoming EU AI Act (phased implementation from 2025), and the UN Convention on the Rights of the Child.
Legal responsibility means understanding not only the letter but also the spirit of these laws. - Operational – Is it practical and transparent?
An AI system that no one can explain or override is, by definition, irresponsible.
These dimensions rest on five internationally recognised building blocks (EU, UNESCO, OECD): robustness, privacy, fairness, transparency, and accountability. Together, they form the foundation of trust — in both technology and the humans who use it.
Why Schools Need This
AI often works invisibly within learning and decision-making processes: from adaptive learning platforms to plagiarism detection. Without a framework, three key risks arise:
- Inconsistency and dependency – when every teacher applies different rules or vendors dictate how AI is used.
- Bias and discrimination – when algorithms replicate or amplify existing inequalities.
- Data leaks and privacy risks – when data ownership and processing responsibilities are unclear.
A clear framework creates ownership: the school directs the use of technology according to its pedagogical mission — not commercial incentives. At the same time, AI offers significant benefits: it can make learning more inclusive, personalised, and efficient — if used responsibly. Responsible AI means harnessing opportunities in a way that strengthens, rather than replaces, human values.
The Responsible AI Model
To bring structure and clarity, the five-layer model connects vision, governance, and daily practice. It guides schools in developing maturity in their use of AI.

The Core of Responsibility: Accountability
Accountability of AI is not about perfect technology, but about intentional behaviour.Three practical questions help schools assess any AI system:
- Can we explain why we are using AI?
Is it pedagogically or organisationally justified, rather than just convenient? - Can we justify how decisions are made?
Do we understand the data and logic behind the output, and can we validate it? - Can we intervene when things go wrong?
Are there mechanisms to correct bias, errors, or unintended effects?
For example: if an AI platform automatically groups pupils by ability, the school should be able to explain on what basis this happens and intervene if the result is unfair. This mindset of accountability is more important than technological perfection — human judgement must always remain central.
